Target group: Society’s vulnerable class. 

A class that no longer trust politics and society due to various events that happened in their lives, such as Yara, she is a homeless woman for two years now and Jasper, he is an ex-prisoner.

The procedure of the city counters regarding registering, waiting and being helped can bring a lot of embarrassment and irritation. This is why this system needs a change. The city counters will give way to attendants who come to you at the town hall. These attendants will accompany you to the location of the issue you come for, they will handle the issue at this location so that you no longer have to go all over the city for different needs. The needs of the target group will be facilitated around the town hall. 

It is difficult to reach this target group. Parks are used by the target group as places to meet, sleep and do activities and it gives you a soothing and nice feeling. Bringing the town hall to the target group, to a park, makes it easier to reach this target group. The park can be accessed from all sides, allowing you to create your own route through the park. The needs of the target group are spread throughout the park. There is a shelter, café and foodbank, community centre, sports centre and health care. 

These buildings blend with the park as the buildings take the shape of the slopes and there are different heights in the ground level. Organic paths running through the park provide access to these buildings. Height differences in the ground level will allow residents to walk sheltered through the park. 

In the centre of the park is the main municipal building with on the ground floor, course centre, social services, legal aid and job & house search counselling. The building is accessible from four different corners of the park with the park continuing into the building.
